[MC-182768] Water generated in villages above air blocks does not flow

The bug

When a village farm generates above air, the water from that farm won't flow.

How to reproduce

this is because it doesn't update, it's the same thing that causes floating sand and gravel in caves

Hmmm. I tried to reproduce this today and I entered the seed and coordinates correctly put no farm could be seen. I've attached a screenshot.

Update:

I've managed to find a seed which this problem occurs in as the seed provided in the description of this report no longer works. Can also confirm in 20w51a.

Resolving as duplicate of MC-140780 since that appears to be the underlying issue.
