Mobs that are immune to wither effect are unable to spawn in wither roses

Wither roses were changed to be like magma blocks which allow mobs that are immune to them to still spawn on them. Withers and wither skeletons are immune to wither effect there fore they should be able to still spawn in wither roses. MC-173115
