It has been observed that both villager and bee population suffer from progressive depopulation. Beginning with their starting population number, along the days their population start decreasing.
In both cases has been taken in mind threats that could harm them such as raids, monsters and going to bed e.g. for villagers; and the presence of water, and rain if it affects them, for bees, to not be present. But the depopulation tendency did not vary.
As a possibe measure of solving it breeding was tried in both cases, with unsuccessful results. At first population increases with babies. But then, when babies grow, population vanishes with, in case of villagers, preference on grown babies (known due to being the ones who did not take a job yet). This preference issue is also assumed that happen to bees (evidence is needed to provide such information).

But I do not see how can that issue you point to could affect in this. Because I see the bees and villagers grow, and wander around grown. But not only vanish those which come from babies, but also those which populated villages and nests when they generated, including those which already have a job and even the Nitwit. And they progressively disappear until the village or bee nest is completely empty.
This is probably caused by MC-9568.
