Endermen with the tag {NoAI:1} still teleport when attacked

While attacking an endermen with its NoAI value set to 1 and looking in its eyes still causes it to teleport but still can not walk after teleportation.

To reproduce:
Use the command: /summon minecraft:enderman ~ ~ ~ {NoAI:1}
Attack the enderman while staring in its eyes.
The enderman will teleport after a few hits but will still not be able to walk
