[MC-183558] Tab order in the structure block GUI sorts randomly rather than top leftmost to bottom rightmost

The bug

Using the tab key to cycle through buttons and text fields on structure blocks selects these UI elements in a highly confusing order. This affects every mode of structure blocks.
