When I try and breed villagers they just wont I have made houses, reset the entire world with a new seed, and gave them stacks ans stacks of bread and veggies they just wont pick it up.

In that image it looks like you have two beds and two villagers. They aren't going to breed unless there are beds for the baby villagers
What is
/gamerule mobGriefingset to? Mobs (including villagers) won't pick up items unless this is set to true.
