Grass block does not update to dirt after being eaten by sheep

When a sheep eats grass to regrow wool it does not update the grass block to dirt block. This only appears to affect snapshot servers

What is /gamerule mobGriefing set to?

Tried both true and false, doesn't seem to affect it

With true, it should turn into dirt. With false, it should not. Please check again.
