Using /locate in a world, where structures are disabled, leades to uncontrolled loading of chunks. The value at "ServerChunkCache" went to over 70000 within minutes. Saving the world after this takes about 20 minutes, and the world gets a size of over 1 GB. Maybe an if-clause could check the settings before running the command, or by reaching a specific amount of loaded chunks the execution of the command could be interpreted as failed.
