Structures can generate above bedrock ceiling in World Type: Caves

In previous versions, using caves generation for buffet, village paths would be above the bedrock ceiling. In this snapshot, the entire village is above the bedrock ceiling.

Steps

  • Create New World

  • More World Options...

  • World Type: Caves

  • Customize

  • Biome: Plains

Expected

  • Villages generate around y=64 (based on terrain)

Actual

  • Villages generate at y=128, above the bedrock ceiling

  • Bedrock is replaced by structure

  • Players can gain access to the bedrock ceiling in certain areas

To confirm, this still happens with the new world generation JSON when you use the "caves" generator settings. In 1.15 and early 1.16 snapshots most structures generated under the roof. 

The following spawns on top of the bedrock roof in cave worlds:

fortress
igloo
jungle_pyramid
mansion
ocean_ruin
pillager_outpost
ruined_portal
shipwreck
swamp_hut
village

There are exceptions:

buried_treasure - chest will spawn just below the bedrock ceiling
fortress - does not spawn at all

All of this applies to both when minecraft:caves and mincraft:nether is used for world generation.
