Ocean monuments no longer spawn guardians by updating from 1.15.2 to the latest snapshot

After loading chunks of an ocean monument in 1.15.2 , updating to snapshot 20w21a the monument is still there but it doesnt spawn guardians anymore. Also the monument isnt located by /locate command
