[MC-185449] Recipes in the Recipe Book are shuffled after executing /reload

After executing /reload, it can be noticed that recipes are shuffled from their previous order when opening the Recipe Book.

```
/recipe give @a *
```
Open the Recipe Book, and then observe the recipe order.
```
/reload
```
Repeat the second procedure.
→ ❌ You will notice that the recipes are not shown in the same order as before /reload was executed.
