Villagers Do Not React The Same When Inside an Opaque Block + Activator Rail

Both images that do not have blue sky are the version 1.15.2

As you can see in that version, the villager seeks a location that he does not take damage in (thus going to the right or forward in the screenshot's perspective)

The image with a blue sky is snapshot 20w21a

The villager is kicked from the minecart like normal but does not actively seek a block in which he does not take damage.
