Minecraft bug: Rain underground

Hi I'm a player in the Minecraft world and I'm here to report a bug in the Minecraft Java Edition 1.16 snapshot updates. This bug occurs when players are underground and they could see rain in the ground too. This can also occur when the player is inside a building or under a block. I'm pretty sure this is a bug so can you please fix this.

Did you open your world in 20w17a?
If so, please follow the steps in the moderator note in MC-179845.

This issue is also affected in the 20w21a,b and 20w19a,b snapshots. Not just in 20w17a
