Nether Structures not generating loot in chests when updated from 20w21a to 20w22a.

Hello,

I updated my server's snapshot version from 20w21a to 20w22a. New nether structures that were loaded in did not have loot in them. When reverted back to 20w21a, these structures still did not have loot but the new structures did.

I did not test this with the overworld.
