I'm not aware exactly when this started becoming an issue but it happened sometime around when the 1.16 snapshots came out. I saved a structure on a different world and tried to copy the same file to a different world but it says "structure is not available" I tried a different world, it still would say "structure not available" it worked prior to the 1.16 snapshots. I'm not sure if this is a technical issue or a game issue but it doesn't work anymore.

I saved it in the "structures" folder in the world. and structures form the world that i saved in the folder work, but the structures i put in the folder from a different world don't work
You placed the files in the wrong folder.
The correct folder is <world folder>/generated/minecraft/structures.
Note that this got changed a few versions ago, so perhaps the world you're copying from is from an old version where the structures used to be saved elsewhere.
To which path did you save the structure file?
