[MC-187468] Enchantment glint does not render for certain things on "Fabulous" setting

The bug

If you have an enchanted block (That isn't a block entity), the enchantment glint does not render. It also happens when you're holding it as an item. It also affects Elytras.

To reproduce

Have an enchanted carved pumpkin and wear it on your head
Press F5 to third person view
→ ❌ The pumpkin your wearing has no enchantment glint.

Confirmed in 1.16 Pre-release 2 with Intel(R) HD Graphics 4000 and "Fabulous!" graphics turned on.
