snow texture with debug stick shows gravel texture on top

how to reproduce: aquire a debug stick (command: /give @s debug_stick) right click on a grass block. it will turn snowy, and a gravel texture will be used for the top insted of snow.   (sorry i could not attach a file, the screenshot had some kind of error.)
