Shooting players through glass panes

The other day, I was on a PVP server, then a guy was standing right in front of a glass pane (Technically inside the same block), so I shot him with my bow. The guy went through the panel. He went off the window, went back there, so I shot him again and he got hit, even though there is a glass pane and that the arrow entity seems to stop at the pane.
