The Bug:
Stronghold rooms and corridors can be blocked off by other parts of the stronghold.
Here is an example:
Version: 1.21.7
Seed: 8949347867455562597
Coordinates: /execute in minecraft:overworld run tp @s 11300.08 -18.41 -2781.56 -60.14 28.80
Steps to Reproduce:
Generate a world with the seed provided above and teleport to the given coordinates.
Look at the generation of stronghold corridors and rooms.
Take note as to whether or not stronghold rooms and corridors can be blocked off by other parts of the stronghold.
Observed Behavior:
Stronghold rooms and corridors can be blocked off, causing some rooms/corridors to be inaccessible without manually digging into them.
Expected Behavior:
Stronghold rooms and corridors would never be blocked off, therefore allowing the structure as a whole to be navigated more easily.

The problem with Jeb_'s comment is that the eye of ender tracks the entrance of the stronghold instead of the portal.
I did 5+ trials of different strongholds and the eye of ender always leads to a spiral staircase that's at the top of the stronghold. Go to the XZ where the eye leads (Also subtract ~3 on the x-axis and z-axis) and you get the center of the spiral staircase.
Can confirm in 1.19.2.

I've seen this bug since minecraft 1.0. And it still exists in 1.16!
