[MC-189369] Soul Speed effect is retained when flying in the same space

When flying in the same space, even when not touching the ground, you still have the soul speed effect. It would disappear once you leave.

This issue is blocked by MC-271422 currently. Standing on the block and jumping to fly will cause the FOV to change because of MC-271422. However, flying over the block unrelated to jumping will in fact not cause the camera to change. Would be a good idea to keep a close eye on this issue in the next snapshot.
