The bug
While in creative mode in the nether, music specific to general gameplay/survival can play despite this not happening in the end. As can be seen/heard in the attached video, hal4.ogg plays while in the nether & gamemode creative.

This is not a duplicate. We have been explicitly told by Mojang to create a new ticket for this issue.
Can you please provide a small video with the debug screen enabled (hit the F3 key) demonstrating the issue.
Oops, sorry, I was not aware that that ticket was commented on.
Also, are you sure it's Overworld music, and not simply Creative mode music?
The music in this video that you attached is not creative music, it is survival music.
