Typically I play with 2 screens one open to discord and one with MC running on it. sometimes when I switch screens to type a message and come back my mouse movements are slowed. They are only slowed for player movement. When I check inventory or go to the esc menu mouse movements are back to normal. My keyboard movements are unaffected by the bug.

Check your mouse sensitivity setting. Look under Settings > Controllers > Mouse settings.
