If you add a resourcepack into the resourcpack folder while minecraft is running, you won't be able to see or select it until your restart your game.

How did you add the resource pack? Does it not appear when closing the resource pack menu and reopening it again?
I tested it with several resource packs and they have worked in previous snapshots of 1.16 but not in most of the pre-release snapshots, if the game is already running and I put the resource packs inside the 'resourcepacks' folder, the resource pack list in-game doesn't refresh. If I exit the resource pack menu in previous versions it would refresh the list; however, in the latest snapshots it won't refresh no matter what I try. (until I restart MC) (Just did some testing; it seems to only be broken in versions 1.16 pre-3 and up)
