[MC-190118] Redstone hopper doesn't pick up items if there is 1 block above it

What I expected to happen was...:

Minecraft hopper would pick up item if there is one block above it
What actually happened was...:

It didn't pick it up

Minecraft hoppers aren't supposed to pick up items from one block above them. Use Minecart hoppers, or put a lower half slab on top of the hopper instead.

As said above, hoppers can only pick up items from within the block above them.
