[MC-190409] Illagers can't pick up banners inside of a fence during a raid

I started the raid in the village, which was fenced, and then killed illager with a banner around the fence. Other illagers wanted to pick up the flag, but failed, as it was in the block of the fence. You can try placing the banner in the fence block by flushing it with water.

Illagers still can't pick banners up if they're in fences in 24w34a but they will now ignore them

Possibly because of the MC-195754 fix
