[MC-190558] Suger Cane placeble onder water

i know it is a dupelicate of MC-929 but that is in Mc version 1.4.2 and I think it came back in 1.16 candidate 1.

While MC-929 was first created in 1.4.2, it was resolved as 'working as intended' which means that behavior is intended.
