unlike dragon eggs and bells, the cactus has a different issue. The model and selection boundaries imply that it is 14x16x14, when the hitbox is only 14x15x14. this can be easily seen by standing on top of a cactus (in creative, preferably), since your feet clip in to the block a little bit.
