[MC-191481] Magma Cubes spawn in the basalt delta biome regardless of light level

Despite light levels restricting other mobs from spawning, magma cubes spawn no matter what the light level is. This includes spawns outside of designated slime chunks, which is inconsistent with slimes in swamps, which spawn under a light level of 7 outside of slime chunks.

I feel like this is intended, basalt deltas are full of lava, which produces a lot of light. If magma cubes had to spawn at light level 7 or less there would be almost no magma cubes.
