[MC-19159] Snowballing Mobs

Snowballs do not affect a sheep's health meter when thrown at them, however, they do behave as they are hit - by the means of look, sound, and movement. The same goes for pigs, and probably other mobs as well... However that seems logical.

Snowballs can't kill anything, but blazes i think. Do you want snow golems to be "over powered"?
