Minecart with TNT blows up when not supposed to.

I was looking at the minecart types and when I made the smallest circle with powered rail, i tried a TNT minecart and as soon as I pushed it, it blew up but they are only supposed to blow up on activator rails and not blow up other rails, and it did blow up the rails.
