Available resource packs not refreshing until restarting the game

If you download a new resource pack and add it to the resourcepacks file, it does not appear in the available section. This includes if you exit out of settings, or even the world you're in. It will only appear when you close the game, reopen the launcher, click play, wait for it to load, then go to the resourcepacks section of settings.
