If you put a sign on a fence without sneaking it will just appear as a blank sign. But if you sneak and put a sign on a fence it shows the display to type.
I expected to see a display screen to type
It placed a blank sign
Steps to Reproduce:
1. Place a sign on a fence.
2. Sneak and place a sign on a fence to see the text display.
