Sugarcane is able to be placed in water if there is a water source next to ground block.

This is a bug i first saw in the beta testing of 1.16, at first i thought it would be fixed once 1.16 was out, but it was not fixed, i decided to conduct an experiment and went on 1.0, the first version of minecraft, and to my surprise, it was a problem back then also- so this has been a bug that no other person has figured out except by me since now- i have placed two screenshots showing the bug being a problem in both 1.0 and 1.16.
