[MC-192936] Glowstone clusters generate on netherrack in Soul Sand Valley

Glowstone clusters generate on netherrack in Soul Sand Valley, which might be normal, but MC-171520 is WAI and it means that they are not supposed to generate ANYWHERE in soulsand valleys and therefore, this makes me believe it is a bug

Please provide the following information about the world you are playing in as text. Attaching a screenshot showing them is not enough.

World Type:
- "Default" if you have not chosen one when creating the world.
- For "Superflat": Additionally provide the generation preset.
- For "Buffet": Additionally provide the generator type and biome you have selected.
Additional generation settings (in case you changed them): E.g. "Generate Structures", "Bonus Chest", ...
Seed: Can be obtained by using the /seed command and clicking on the message in chat
Coordinates: Can be copied to clipboard by pressing F3 + C
