What I expected to happen was...:
Right-clicking a sign with an empty hand or while holding anything other than dye material would not play the hand animation
What actually happened was...:
Right-clicking a sign plays the hand animation regardless of what the player is holding
Steps to Reproduce:
1. Place sign on block
2. Right click while looking at the sign with an empty hand
3. Hold various other items and right click the sign
