Creating many maps causes first maps to display blank

I was making a map display of my entire world. After creating an inventory of maps, I came back to my item frames and many of the maps displayed empty. Looking at the map in hand does not solve the problem. When closing the world the reopening it makes all all the maps load, including the "blank" ones. The maps are at no zoom levels.
