Bone meal can't create flowers

i tried it for 64 times

What biome are you in? Some biomes (e.g. mushroom fields) only have tallgrass when bone-mealing.

Can confirm; in deserts for instance only grass and tall grass is generated whereas before it also used to generate dandelions and poppies.

Edit: Also was able to confirm for plains, dark forest, and mountains biomes.
