[MC-194566] Farmers won't farm, Villagers won't accept bread ,carrots ect.

What I expected to happen was...

Farmers to farm wheat,carrots,potatoes

What actually happened was...:
If you throw a bunch of carrots for example to a new grown farmer or villager they will just

stand looking at it but won't pick it up.

Steps to Reproduce:
1. Put a step by step guide on how to trigger the bug here
2. ...Throw food to a villager.
3. ...

Cannot Confirm/Reproduce in 20w28a.

The villager perfectly picks up the food.
