Crossbow appears to be loaded but isn't

Sometimes when I load a crossbow it will appear to be loaded in my inventory and hotbar but will NOT remove an arrow from my inventory. The crossbow will not make the clicking sound signalling it is loaded (I have subtitles on and it will not say "crossbow loads" though it will say "crossbow charges up" like normal.) When attempting to fire such a crossbow it will revert to the unloaded image without firing anything.
This happens when I let go of the "use" button right when the animation shows that the crossbow string is all of the way back. I do experience some lag in my world.
I have tried this with several crossbows, unenchanted and enchanted with a variety of enchantments. I have also used normal arrows, poison arrows, healing arrows, and fireworks. I have confirmed that the problem happens with all of the above mentioned except fireworks. It might happen with fireworks but I cannot remember.
