A parity issue has been introduced into Java 1.16.2 pre-release 1 where warped/crimson roots require shears to collect
What I expected to happen was...:
Warped/crimson roots can be collected by breaking with any tool, water or a moving block/piston, as is the case on Bedrock and was the case on Java until release 1.16.2 pre-release 1
What actually happened was...:
Warped/Crimson roots drop nothing unless collected with shears
Steps to Reproduce:
1. Go to the nether and find a warped or crimson root.
2. Attempt to break it with a tool, hands, water or piston
3. Nothing is dropped

This has been closed now as WAI. it's not a duplicate though. MC-170900 should never have been a bug, it was a feature request and by "fixing" it this has introduced a parity issue. Anyway it appears that the parity issue is intentional
