[MC-196516] Glass Pane connects with walls, why not fences?

I noticed this issue while building. I expected the fence to connect nicely together, but instead, the glass pane didn't connect. I am not sure if this is your intention, but please fix this flaw.

It is a bug because fences should have similar functionality to walls, which they don't. I would consider this a bug when resolved, it adds new functionality to the game.
