The Bug:
Saddles held in the offhand cannot be equipped onto horses by right-clicking them.
This issue is not present with striders or pigs.
Steps to Reproduce:
Obtain a saddle and summon a tamed horse.
/summon minecraft:horse ~ ~ ~ {Tame:1b}
Hold the saddle in your offhand and right-click the horse to attempt to equip it with the saddle.
Take note as to whether or not saddles held in the offhand can be equipped onto horses by right-clicking them.
Observed Behavior:
Saddles held in the offhand cannot be equipped onto horses by right-clicking them. If you were to attempt to perform this action, you would just mount the horse instead of equipping it with the saddle.
Expected Behavior:
Saddles held in the offhand would be able to be equipped onto horses by right-clicking them.

Can confirm this in 21w41a. The expected behavior would be that you are able to equip saddles onto horses using your offhand.
Closing this as "working as intended". We had a discussion about this internally and the reason for this behavior is that empty main hand interaction (riding) is a valid interaction which takes precedence.
This unfortunately means interacting with horses is different than i.e pigs who does not have a valid empty main hand interaction.
Can confirm in 1.17.
