Bow in Creative Mode doesn't react after using

If I want to use a bow in creative mode, the bow gets stretched and then it gets back into default appearance. But it doesn't shoot an arrow.

If I change into Survival and shoot an arrow, it works.

And if I do this again after changing to Creative again, it works.

So it's only unusable if I do this at the first time.
