Villagers Not Harvesting Potatoes in Player-Made village

I created a 4x4 potato farm for my village since i wanted the breeding process to start without my intervention. When i placed a composter to employ a farmer villager, the farmer refused to collect any full grown potatoes in the area. I replaced the composter in different locations many times an yet there is no sign of it willing to harvest the potatoes.
