Merging two crossbow with the right one having an arrow loaded looses the arrow

When you merge two crossbows in an anvil and the right one have an arrow loaded, the arrow is not transmitted to the merged result whereas an arrow in the crossbow on the left would be transmitted.

I think the arrow tag should be transmitted in either case if one of the crossbows have an arrow.
