How are they misrotated? Is it because of the axis because that is consistent with how the side walls are?

Yes, the X axis in the screenshot

Can confirm in 1.17.

Can confirm in 1.19 and 1.19.1 Pre-release 1. This can now be more easily reproduced by using the "/place" command.
