Survival Issue - Rotten Flesh Has No Effect While Riding On Horse

I was playing on a creative world (seed: herobrine sucks). I switched to survival using cheats. My horse was hurt while I was hungry. I fed the horse, when I heard an "Ouch!" coming from a villager. I mounted on the horse and while it was heading towards the attack, I ate rotten flesh (For it was the only food I had). I got out and noticed that there was no hunger effect. After I killed the zombie, I decided to keep trying to do eat it, but still, I had no hunger effect.
