Sugarcane can be placed inside water

What I expected to happen was...:
mis place the block but nothing happening you just keep the sugarcane

What actually happened was...:
the sugarcane got placed in the water and removed the water source

Steps to Reproduce:
1. get to a spot that has a block that you can place sugarcane on
2. place the sugarcane not on the edge of the blocks but inside the water
3. the water block will disapear and the sugar cane will be placed like its a normal block
4. updating the water does not do anything since the sugarcane is acting like a full block
