Can confirm this behavior in 21w42a. This issue can be seen with all creative tabs, not just the "search items" and "survival inventory" ones. Here are some extra details regarding this problem.

The Bug:

Tabs in the creative inventory display their hover text even when the mouse cursor isn't positioned directly on top of them.

Steps to Reproduce:

• Switch into creative mode and open up the creative inventory.

• Position your mouse cursor close to, but not on top of any of the creative tabs.

• Take note as to whether or not tabs in the creative inventory display their hover text even when the mouse cursor isn't positioned directly on top of them.

Observed Behavior:

Tabs in the creative inventory display their hover text even when the mouse cursor isn't positioned directly on top of them.

Expected Behavior:

Tabs in the creative inventory would only display their hover text when the mouse cursor is positioned directly on top of them.
