The bug
Adult hoglins cannot walk when in a 1.5 block space, despite having a hitbox of less than 1.5 and being able to spawn in such a space.

That actually affects most mobs when walking below slabs.
E. G. Villagers can't pathfind between bottom and top slabs.
The issue is not the height.
